Department of Finance: EU Structural Funds

Department of Finance

Challenge

The Department of Finance had a requirement for a secure monitoring and reporting system to allow for the administration and auditing of grants under the EU Funds Programme 2007 – 2013. Regulatory requirements meant that the timeframe for the delivery of this complex system was extremely tight: 10 weeks.

Solution

The web-based system was developed using our library of PHP components, allowing us to deploy tried-and-tested functionality to rapidly build complex systems. An Oracle back-end to the solution ensured a scalable, secure, highly available system. Despite some very complex functionality including some 60+ screens, five-level security matrix and complex business and financial logic and reports, we delivered the system to budget and deadline.

Key features of our approach which facilitate rapid development include:

Participative design phase:

Working closely with subject matter experts and utilising design workshops, facilitated quick requirement gathering and definition and significantly shortened the design phase.

Rapid iterative development:

Short, iterative build cycles with minimal documentation facilitate rapid development.

Productivity tools:

A shared knowledge base which is accessible to all stakeholders facilitates collaboration and fosters communication and quick decision making.

Benefit

We delivered a complex solution to a tight timeframe in order to help the Department meet its EU regulations. We continue to provide support, maintenance and enhancement for this critical system through our Managed Services Division.
