Job Description

We are looking for an enthusiastic, passionate, and experienced PMO Manager to assume overall responsibility for management and delivery of the day to day activities of the Project Management Office within a large and complex transformation programme to be delivered into one of our large NI Public Sector Customers.

In this role, you will be responsible for the set up the Project Management Office for the Programme from scratch, the management of all Programme governance and administration, the management and sharing of knowledge across the Programme, making sure that all projects and workstreams are run in a repeatable, standardised way, providing guidance on PMO policies and processes, working closely with project management staff, and collaborating with programme management, to continuously develop and improve the programme as it progresses through delivery.  You’ll also work closely with our Customer, our Key Subcontractors, Vendors, and other third parties on whom the programme is dependent on all aspects of PMO and assist the Programme Director with overall programme governance, financial management and budget, change management, communication, and status reporting.    

The role will require extensive experience of running a Project Management Office aligned with a large and complex delivery or transformation programme including governance and structure, interdependency management, risks and issues management, resourcing, financial management and budget, change management, communication, and status reporting.  You’ll need to have demonstrable experience, ideally within the Northern Ireland Public Sector, of:

  • Establishing and managing a PMO within large Business Change and Transformation programmes
  • Effectively delivering programme governance
  • Delivering programme transparency through provision of relevant and accurate information
  • Facilitating the sharing of knowledge across a large and complex programme
  • Supporting delivery of the programme by making it easy for the programme teams to do their jobs by reducing bureaucracy, providing training, coaching, mentoring and quality assurance.
  • Providing programme traceability by providing the function for managing documentation, project history and organizational knowledge.
  • Assisting with identifying efficiencies and synergies in delivery of multiple projects, work packages, and workstreams within a large programme of work
  • Ensuring effective reporting of programme status, costs, and resourcing, enabling the delivery of workstreams / projects within the programme to budget, quality, and time standards
  • Managing relationships with the Customer, Stakeholders, Third Parties, Key Subcontractors, and Vendors from a PMO perspective
  • Capturing programme workstream and project risks and issues, assessing criticalities and contingencies, and reporting these comprehensively and regularly to the Programme Team and Stakeholders for review and decision-making

Responsibilities

  • Establish the PMO function aligned with the programme from scratch
  • Have overall leadership of the PMO function aligned with the programme ensuring consistent delivery and application of working practices, standards, and governance, through the use of gateways with consistent documentation in standardised formats and templates
  • Be responsible for the programme’s governance framework including committee structure, Delegation of Authority (DoA), meeting cadence, artefacts, and governance from operational (project and workstream) to strategic (Executive) level to ensure that decisions are taken by the right people, based on the right information, at the right time.  This will include audits or peer reviews and ensuring accountability at all levels
  • Have ownership of all governance processes including, but not limited to, Start Up and Initiation, Delivery Execution, Change Control, Lessons Learned, Templates, and best practice
  • Be responsible for all aspects of the programme’s administration
  • Support and inform the Programme Director and other Senior Management Stakeholders on all aspects of the programme’s delivery and governance
  • Provide leadership to Workstream and Project Leads within the Programme to ensure process adherence leading to successful programme delivery alongside audit compliance.  Provide guidance and support to make it easy for project teams to do their jobs by reducing bureaucracy, providing training, coaching, mentoring and quality assurance
  • Scheduling all Programme Governance, Operational, and Technical meetings and managing the meeting and review cadence including escalation routes
  • Assist with preparation of all materials required for Programme Meetings and distributing in advance of each meeting as well as update (if required) and distribution post meeting
  • Recording minutes, outcomes, decisions, and actions of all meetings and distributing to the appropriate audience
  • Be responsible for providing programme information, facilitating the sharing of knowledge, and being the single source of the truth Information should be relevant and accurate to support effective decision-making, and provided to people in a way they can understand
  • Provides the function for managing documentation, project history and organizational knowledge by establishing and maintaining the programme SharePoint site and managing access for all appropriate Programme personnel from the combined Programme Team including Version 1, Key Subcontractors, the Customer, 3rd Parties, and Vendors
  • Evaluate the programme, workstreams, and projects continually to assure they meet appropriate standards, adhere to deadlines, quality criteria and financial models, and are audit compliant
  • Work closely with Delivery Assurance function to facilitate their independent support and review of programme governance
  • Assist with the identification, prioritisation and tracking of risks, issues and interdependencies within projects, workstreams, and across the entire Programme and report on these aspects
  • Deploy a robust Change Control mechanism to ensure any programme changes are captured, costed, timed, reviewed (where appropriate) at Executive level, documented and communicated across all relevant parts of the organisation
  • Develop and continuously enhance a suite of tools, processes, policies, and documents to enable successful programme governance and delivery
  • Assisting with transition to Managed Service for all aspects of the Programme workstreams to ensure this is completed seamlessly with minimal impact to our Customer’s Stakeholders and End Users
  • Effectively communicate with the programme team, key subcontractors, the customer, key stakeholders and 3rd parties
  • Supervise, coach and develop more junior PMO team members
  • Be an advocate and visionary for the overall Programme both throughout the business and externally

Qualifications

  • 3rd level qualification in relevant field or similar
  • Formal Project Management / PMO certification preferred
  • Experience of structured project management & PMO methodologies, processes and tools
  • Experience setting up PMO from scratch would be highly beneficial
  • Excellent communication and leadership abilities 
  • Strong interpersonal, influencing and organizational skills to mobilize and motivate delivery in a co-operative and collaborative working environment
  • Be comfortable working to tight deadlines and under pressure with strong multi-tasking abilities
  • Be well-organized with strong analytical and problem skills, with high attention to detail
  • Ability to work independently, in a pro-active manner with a ‘can do’ attitude
  • You must have excellent communication and presentation skills, an ability to relate to all levels within an organization from the front-line to the CEO, and the ability to drive consensus across diverse groups3+ years’ experience as a PMO Manager or 5+ years as a Senior PMO Analyst / Project Manager
  • Senior Stakeholder engagement and management experience
